2. INTRODUCTION
 
 We all love our homelands and I proudly say that Lithuania, too, is a gemstone in the jewelry crown of the countries of the world.
 We often talk without hesitation about joy, pain, sadness, problems, and expectations.
 
 Lithuania is in the Baltic region of Europe. Its geographical coordinates are:
 It lies between 20 ° 56′E and 26 ° 51′E of east longitude,
 and between 53 ° 54′N and 56 ° 27′N of north latitude.
 The Baltic Sea is the most polluted sea in the world. A wide variety of pollutants is brought by the rivers, released from the cities and emitted from ships. Around 50 thousand tonnes of poisonous substances have been buried in the Baltic Sea since World War 2.
 About 20 Lithuanian scientists have conducted environmental researches in the Curonian Lagoon, the Coast and the Baltic Sea in recent years under the contract with the Ministry of Environment. They provided interim reports to the Ministry. On 7 January 2020, prosecutors, policemen and investigators found that the GRIGEO company in Klaipeda discharges untreated waste waters into the Baltic Sea. It was only then that a HUGE SCANDAL occurred about waters contaminated with wastewater and chemical substances, as the Ministry of the Environment did not provide any information on incidents and possible threats.
 Mass media has been constantly broadcasting complaints of Klaipėda residents concerning the environmental pollution for a long time already.
 
 IT IS KNOWN THAT during the meeting on 19 December 2018 the Government noted to the Ministry of the Environment by a special obligation on the environmental pollution, however, the Ministry of the Environment failed to find serious environment polluters and did not publicize information provided by the scientists on the fact that norms of pollution had been exceeded not once. Only after 7 January, after the raid of the Special Forces, when the GLOBAL SCANDAL raised, the Ministry of the Environment started finding a lot of environmental violations and the Minister of the Environment K. Mažeika initiated search of the offenders.

 In recent years, when the canal of Klaipėda port is being constantly deepened, more and more salty water get into the freshwater Curonian Lagoon.
 
 Hasn`t anybody thought that in order to get economic benefit from Klaipėda port after several decades Curonian Lagoon may become salty bay of the Baltic sea?
 
 It would be a global disaster, because Curonian Lagoon is UNESCO World Heritage object.
 From the beginning of the world entrepreneurs had been fishing in lakes and when the fish biomass increased 1.5 times and almost million people left Lithuania, from 01.01.2005 entrepreneurs were prohibited to fish.
 
 PLEASE NOTE that in 2011 limits were set for commercial fishing in 35 water bodies including in 21 leased lakes, and then has been started to reduce limits. No limits for commercial fishing in lakes have been issued since 01.01.2015.
 On 07.04.2017, Minister of Environment K. Navickas provided the information that in 2011–2016, the total fish biomass in the 384 lakes and ponds researched increased 1.5 times while the average fish weight increased 1.3 to 1.4 times.
 We draw your attention to the fact that the average recommended catch limit in the aforementioned researched water bodies is 21.06 kg per 1 ha while the average catch limit set for commercial fishermen in 2011–2014 was 7–5 kg of fish per ha.
 The Ministry of Environment, some of the politicians and state officials, as well as amateur fishermen, usually justify the refusal to fix limits for commercial fishing with the fact that commercial fishermen exhaust the water bodies and engage in poaching, that not enough fish is left for amateur fishermen, and that the businessmen disturbs the fishing for the amateurs. It should be clear as day to anyone that such malicious disregard for the businessmen has no basis as never have scientists identified a single water body as having been exhausted by commercial fishermen, nor have the latter been found guilty of pouching. A person of a sane and sober mind should be able to realise that the businessmen, fishing in the 10– 35 aforementioned water bodies, could never exhaust the entirety of over 33,000 water bodies. The Ministry of Environment has also imposed a ban on commercial fishing for the lessees of water bodies. WE DECLARE that the bans on commercial fishing is part of the POLITICAL AND ELECTORAL agenda as back in 2006, politicians started claiming that amateur fishermen could provide them with many more votes in comparison to commercial fishermen.
 Lithuania applies severe punishments for breaches of the fishing rules, including confiscation of fishing gear and compensation for environmental damages: 1 illegally caught Abramis brama is fined 60 Euros, 1 Silurus glanis– 290 Euros, 1 Salmo – 580 Euros, Esoxlucius – 145 Euros.
 
 
 From 2007 to date, about 120 letters have been written to Lithuanian leaders, politicians and responsible institutions, and participated in various conferences and meetings. NO EXPLANATIONS HAVE EVER BEEN GIVEN FOR NON-COMPLIANCE WITH THE LAW ON FISHERY AND THE PROHIBITION OF COMMERCIAL FISHING.
 BEING AWARE OF THE IMMORAL AND UNLAWFUL BEHAVIOR OF LITHUANIAN LEADERS AND POLITICIANS, AND THEIR INTERFERENCE FOR SMALL ENTERPRENEURS WITH THE CATCHING OF THE SAID FISH IN LAKES, WE APPLIED TO THE MOST RESPONSIBLE AUTHORITIES OF THE WORLD AND THE LEADERS OF SOME STATES OF THE WORLD:
 ONCE AGAIN WE STATE THAT LEADERS OF THE COUNTRIES WORLWIDE PROMOTE SMALL FISHING BUSINESS AND REALIZATION OF FRESH FISH, AND LITHUANIAN LEADERS PROHIBIT IT.
